Covid-19 Health & Safety: Cambridge City Council

Background

OPS were asked by Cambridge City Council to assist with the Covid-19 Health & Safety planning for the city’s release from lockdown from the 2nd December. The Council expected large crowds of people to attend the city centre for shopping and hospitality as well as the increased inward and outward travel of students for the Christmas period. The overall aim was to minimise the spike in Covid-19 transmission from December to January.

Challenge

There was a very tight turnaround time for the delivery of this Health & Safety planning project, having been approached on the 23rd November and lockdown then due to end just 10 days later. OPS needed to consult with multiple stakeholders including the Police, BID, markets, transportation and highways departments and NHS. Additionally, there were conflicting view points from some of the stakeholders who understandably were concerned some of the measures in place would hinder the footfall to retailers.

Delivery

  • Advised and supported throughout the consultation process through multiple online meetings with key stakeholders

  • Advised and supported in the proposal of Cambridge City Council’s additional measures to reduce congestion and slow, or reduce, the pedestrian flow into the city centre, shops, pubs and prevent bottle necks

  • Creation of a Health & Safety Covid-19 risk assessment

  • Creation of a road closure risk assessment

  • Supported with the production of the Crowd Flow strategy for night time and daytime economies

  • Sourced VMS signs and developed a series of messaging to be displayed on them throughout the city

  • Provided briefing notes for Covid-19 Marshalls

Results

  • Successful delivery of all elements of the project on time

  • Positive feedback from the client on our assistance with the project
